Note: For clarity, multiple rules on proposals have been combined here into a single description.
The approved format has sections in the order [format attached to 1995 proposal]
All proposals shall be in writing and distributed to all members at least one week in advance of the community meeting (fax, e-mail, snail mail, in-person distribution at gatherings/meetings, etc.). With the exception of emergencies, no proposal will be placed on the meeting agenda for presentation and/or discussion at the community meeting unless this advance notice has been made.
In emergencies, activate the phone tree. [Note: This is left over from before construction and hasn’t been formally updated. Current custom is to tape a copy on all doors, or otherwise individually distribute.]
A proposal is presented to the group as a whole or as a working quorum. The person bringing the proposal before the group will present it by stating the proposal, the background information and the rationale.
The group asks clarifying questions. No opinions or comments should be voiced at this time.
After clarification, the groups owns the proposal.
The group voices opinions and comments about the proposal.
After clarifying questions and discussion takes place, consensus is sought.
If consensus cannot be reached within the allotted time period, the proposal is referred back to committee or individual from which it was initiated, to be discussed and revised at the next committee meeting. Individual(s) who had concem(s) must attend next committee meeting, and attempt must be made to seek consensus.
At the next community meeting, the proposal is resubmitted with any necessary modifications. After clarifying questions and discussion takes place, consensus is again sought. <’p>
If consensus cannot be reached, Wasatch Cohousing may adopt the voting procedure as stated in Art 3 Sec. 3.6.
Alternatively, the proposal is again referred back to committee to be addressed at the next scheduled meeting. Individuals who block consensus for the second time must present in writing objections and proposed alternatives at next committee meeting. The committee must consider both, and seek to reach consensus.
At next business meeting (4 weeks later) the proposal is resubmitted, with any necessary modifications. After clarifying questions and discussion takes place, consensus is sought.
If on this third attempt If consensus cannot be reached, Wasatch Cohousing shall adopt the voting procedure as stated in Art. 3 Sec. 3,6.
Alternatively, the proposal is withdrawn to be resubmitted later if deemed necessary.
The Wasatch Commons Condominium Association official adopts 1) the Proposal System and Format, in the form it was on May 23, 1995 initiall proposed, adopted and, over the years, expanded upon by their predecessor in interest, Wasatach Cohousing; and 2) the complete set of proposals as athey have been previously consensed to by Wasatch Cohousing and as they now may relate to the business and management of the Wasatch Commons Condominium Association; and 3) the complete set of Proposals as they have been previously consensed to by this HOA in the interim period preceding the official adoption of the Proposal Process.
